That looks an interesting way of growing leeks. We just sowed the seeds into the ground and thinned out as needed.
That sounds like a simpler way of doing it – I did it this way because they were grown from seed by someone else, so I got them as seedlings with instructions on what to do (make the holes, place them in, and don’t fill in with earth). But I found it quite fiddly as each time I made a hole and pulled out the dibble the earth would fall back in!
